This new index is based on:

Wind speed calculated oat the average height of an adult's head, or 5 ft. above ground level. (A person's facial skin and ears are more likely to be exposed to cold temperatures.
A modified Heat Transfer Theory, that takes body heat loss to its' surroundings into consideration during colder windy days.
A consistent benchmark for skin tissue resistance.
Clear night time sky conditions
A reduced threshold for calm wind from 4 miles to 3 miles.
